Yes, it's likely the kitten should have stayed with mother longer. It will stop eventually.
This is actually a copy of my answer to another post on this subject:
"I spent 2 years being nursed on by Fred. He finally tapered off.
Your kitten...is still fixated on being mothered, & you're it. It's normal; the kitten could just be immature. If things get too painful, gently detach the furry child & scratch the ears.
In fact, you could try buying the cat a plush dog toy, the little one may snuggle up to that as another mother substitute.
Enjoy it while you can; it'll pass, & you'll find yourself missing it when the cat's 4 years old & a mature adult."
