The metal in the grooming tools could be causing the static problem.
The dryer sheets do work to prevent static but they also contain a lot of chemicals, some of which could be harmful to a cat who licks his fur. There are liquid cat fur detangler products on the market that would probably also cut down on the static problem. But if the cat's not bothered by it I would be inclined not to do anything as it is harmless.
