Can you help me help the cat?

My sisters cat was bleeding from the butt so she got it some hartz wormer and then she thinks she gave it to much because it vomited a few times yesterday anyway this morning it urinated on the floor beside the litter pan b4 she got out of bed her dumb boyfriend smacked around on it and it started acting like it was drunk and can't set up and keeps bobbing its head!! and it doesn't want its ears touched!! She has been calling me crying and I don't know what to tell her? But I know she doesn't have the money to take it to the vet! the cat is 17 weeks old and she lives in TN and I live in WV so can you tell me what the problem might be??

This cat is seriously ill, and we aren't vets on this site, this cat needs a vet, nothing can be determined without an exam of the cat.
   
The cat should go to the vet, ask the vet about time payments, everybody has to be flexible these days, a lot of vets are allowing this rather than full payment on day of treatment.
