fISH HOOK CAUGHT IN DOGS MOUTH.

My dog has a fish hook caught in his upper lip inside. Is there a way i can take it out without hurting him? Or do i have to take him to a vet. Around how much will i need for the vet to take it out?
Is there any free clinics i can take him to. Bakersfield, Ca.
Should I take him to the emergency? It's just stuck, not causing any bleeding. I know it hurts him.
