House training 8 years old dog

The question I have is concerning house training an older dog. My dog is 8.5 years old and has been living outside ever since he was a puppy since at the time I lived in a house. Now that I'm moving, I'm considering taking him with myself, rather than leaving him with my parents, however, I will be living in a spaceous apartment with a balcony. Is it possible to expect to train a dog of his age, especially potty training? I would be able to walk him if needed twice a day and there'd be an access to a nearby park.
