lump on neck

My beagle has a lump about hte size of a pea on his neck. It doesn't appear to be connected to anything just the skin. He has had a fatty tumor in the past. Is this a likely place to get another one?

It could be any number of things. One that comes to mind would be a cyst, as they are usually pea sized.
