ferret tail hair loss!!!

could this ferret have rat tail or something else?? he started to loose hair on the middle of august but it started somewhere from the tip and it hasnt moved to his body and also its kind of dry and has black heads!!! its not completely bald it has some tiny hair here are some pics!!!! http://www.flickr.com/photos/42662521@N06/?saved=1
